SAN" J D�l+ �� I 1411" Environmental Health Department <br /> COUNTY�l <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Big Lots Stockton 4105 8001 WEST LN STOCKTON July 15, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> The following observations were made in the hazardous waste storage area of the facility(IMG 7358): <br /> -A nearly empty 4 oz broken bottle of Hemp+ Facial Mist was found bagged with dry used paper towels in a <br /> Compressed Gas&Flammable(CG& FL)hazardous waste(HW)tote. The amount of used paper towels found did <br /> not appear to account for the amount of liquid that was once in the bottle. Sandra(Sandie)O'Donnell, Store Manager, <br /> did not know what happened to the rest of the missing liquid or spill clean-up material. (IMG 7300-2) <br /> -Only solid was marked as the physical state on the CG& FL HW tote label, although the following liquid items were <br /> found in and listed on the tote at the time of inspection (IMG 7303-4): <br /> a. 32 oz container of rubbing alcohol <br /> b. 3.3 oz container of perfume <br /> c.4.9 oz aerosol can of Herbal Essence dry spray shampoo <br /> d. 3 oz aerosol can of Krazy String <br /> -A container of Garnier Skin Active Micellar Cleansing Water was found leaking out of a bag and into the Oxidizer <br /> (OX) HW tote.According to Big Lots Hazardous Waste Management Program Manager Reference Guide, leaking <br /> items should be double bagged, spill magic should be added to the bag to absorb any additional leak, and there <br /> should not be free liquid in the bag. Sandra stated the leaking item needed more spill magic. Sandra added absorbent <br /> to the standing liquid in the bag, double bagged the item, cleaned up the leakage in the tote, and placed all of the spill <br /> clean-up material into the OX HW tote. (IMG 7305-08, 7318-9) <br /> -Sandra was unable to identify why the Garnier Skin Active Micellar Cleansing Water was placed in the OX HW tote, <br /> based on the item label,the various HW tote labels, and the Big Lots Waste Disposal Quick Reference Guide(Quick <br /> Ref. Guide). Sandra stated the facility's (phone item scanning application, used to determine which HW tote items <br /> should be placed in,was not working at the moment. Sandra did not seem aware of any other tools to use to help her <br /> determine an item's hazardous waste classification. <br /> -Two 12 fl oz bottles of ZzzQuil Nighttime Sleep-Aid Diphenhydramine HCl were found in the OX HW tote, although <br /> over-the-counter medicine is classified as Toxics and State(TX&ST) HW, according to the label on the TX&ST HW <br /> tote and the Quick Ref. Guide. (IMG 7309-11, 7313, 7357) <br /> - A 1.7 oz container of Neutrogena Hydro Boost Water Gel Hyaluronic Acid face moisturizer was found in the OX HW <br /> tote. Sodium hydroxide is listed as an ingredient in the face moisturizer, and according to the Corrosive Bases(CB) <br /> HW tote label items generally containing sodium hydroxide are classified as CB HW. Sandra was unable to identify <br /> why the face moisturizer was placed in the Oxidizer tote, based on the item label,the various HW tote labels, and the <br /> Quick Ref. Guide. (IMG 7311, 7316-7, 7332) <br /> -A nearly empty 33.8 oz bottle of Fabuloso Multi-Purpose Cleaner was found leaking into a bag in the OX HW tote <br /> without absorbent. It was not clear what happened to the missing liquid that was once in the container. Sandra stated <br /> she believed the Fabuloso should go into the OX HW tote because the cleaner contains bleach. However,the label on <br /> the cleaner states not to use the item with chlorine bleach, an oxidizer,to avoid irritating fumes.
