These sections require that the local agency not consider cleanup or site closure proposals from the primary or active responsible party, issue a closure letter, or make a determination that no further action is required with respect to "hazardous substance" underground storage tank release sites unless all current record owner of fee title to the site have been notified of the proposed action by the primary or active respons ble party. This is to inform you that pursuant to Section 25 97.15(a) of the Health and Safety Code, you must provide PHSIEHD certification n writing of your notification to all record fee title owners and a complete mailing lit of all record fee title owners prior to our considering any cleanup or closure proposals for the above referenced site. PHSIEHD requests that the certification and mail ing list be included in any cleanup or site closure proposal submitted to our agency so Lhe process is not delayed because of these new requirements.
