SECOR International Incorporated May 6, 1997 Ms.Margaret Lagorio San Joaquin County Public Health Services Environmental Health Division 304 East Weber Avenue,Third Floor Stockton,CA 95202 WORK PLAN TO CONDUCT A PHASE H ENVIRONMENTAL SITE ASSESSMENT, 1721 WEST YOSEMITE AVENUE,MANTECA,CALIFORNIA Dear Ms. Lagorio: INTRODUCTION SECOR International Incorporated(SECOR)is pleased to submit this Work Plan for a Phase II Environmental Site Assessment(ESA)of property located at 1721 West Yosemite,Manteca,California(the Site, see Figure 1). SECOR has prepared this Phase Il ESA Work Plan at the request of Mr.Eric Wilkins of Wilkins/Bixby Development(Wilkins/Bixby) on April 22, 1997. Blymyer Engineers, Inc. (Blymyer) completed a Phase I ESA of the Site in March and April 1997. Based on the findings of the Phase I,Wilkens/Bixby recommended the development and implementation of a Phase II ESA. SUMMARY OF PHASE I ESA AND GEOTECHNICAL FINDINGS In March and April 1997,Blymyer performed a Phase I ESA of the Site at the request of Michael Dean. In April 1997, Kleinfelder performed a geotechnical investigation of the Site at the request of Wilkins/Bixby. The findings of the Phase I ESA were presented in Blymyer's report dated April 7, 1997 and the findings of the geotechnical investigation were presented in Kleinfelder's report dated April 15, 1997. On the basis of the Phase I ESA findings and the geotechnical investigation,SECOR concluded the following: • The Site has been occupied by a concrete batch plant,a truck storage and maintenance company, an auto body and paint shop, and a residence. The concrete batch plant was located at the northern portion of the Site and operated from the 1950s until the late 1980s. Philco Disposal,the truck storage and maintenance company and Ace's Complete Auto Body Repair, the auto body and paint shop, operated at the Site from at least 1988 until 1990. The residence has been located at the Site since at least 1959. Although no information documenting hazardous substance release(s) from these occupants were located, there is the potential that soil and/or groundwater has been impacted. • One leaking underground storage tank (UST) site, Ted Peters Trucking was identified in the Environmental Data Resources,Inc. (EDR)records search within 0.5 miles of the Site. The trucking company is located at 1985 West Yosemite Avenue, approximately 2,000 feet west of the Site. Although available data suggests that offsite migration of contamination has not occurred, the potential may exist for this site to adversely impact groundwater quality beneath the Site.
