Yosemite Ave.
Manteca, CA., 95336
San Joaquin County Public Health Services, E ivironmental Health Division
(PHS-EHD) has reviewed the June 10, 1998 "Work Plan for Soil and
Groundwater Investigation" that was directed to be submitted by .lune 19, 1998
and has the following comments.
A faxed work plan was received at PHS-EHD on June 22, 1998. The boring
permit application and fee have not been subrr itted as directed in PHS-EHD
correspondence dated April 16, 1998.
In addition to the gasoline constituents proposed for analysis in the work plan,
PHS-EHD will require soil and groundwater samples to be tested for all of the
seven oxygenates listed in the enclosed policy. Methanol and Ethanol are to be
analyzed by EPA Method 8015m (direct injection) for PHS-EHD selected soil
samples and all groundwater samples.
San Joaquin County Flood Control District records indicate the greatest depth to
groundwater (drought) in this area during this u derground storage tank's (UST)
operation was.in Fall 1978. In order to verify that the unauthorized release from
the UST has not impacted soil at this depth, PF S-EHD will require soil samples
to be collected from 25 feet below the grounds rface ('bgs). If soil M
contamination is found at 25' bgs, the vertical investigation must continue until
two consecutively collected and analyzed five foot soil samples verify that
detectable concentrations of gasoline constitue is are no longer present.
Discrete groundwater samples are to be collectad from 25' bgs also and
analyzed for TPH-G, BTEX, and all of the oxyg nates.
The work plan is approved subject to the above comments. The well permit h
application and $89 application fee are to be submitted to PHS-EHD by July 24,
1998.
A Division of San Joaquin County H lth Care Services
