1 <br /> ' 1.0 INTRODUCTION <br /> ' This Clean Closure Report(Report)has been prepared by Pacific Edge Engineering, Inc. (Pacific <br /> Edge) on behalf of the City of Manteca(City)to document remedial activities completed at the <br /> ' former Police Firing Range located in San Joaquin County in the City of Manteca, California <br /> (Site). Remedial activities,proposed in our December 2016 Soil Remediation Excavation <br /> ' Workplan(SREW), were conditionally approved for implementation by the San Joaquin County <br /> Environmental Health Department(SJCEHD) in their letter dated January 10, 2017. <br /> ' This Report has been prepared pursuant to the February 2016 Contract Documents and Technical <br /> Specifications for the City of Manteca, Family Entertainment Zone (FEZ), Infrastructure <br /> ' Improvements, Remediation of Former Police Firing Range Project(Bid Documents). Pacific <br /> Edge has been subcontracted by Innovative Construction Solutions (ICS)to prepare the SREW, <br /> collect confirmation samples, and prepare this Report <br /> ' Concurrent remedial activities completed by Geocon outside the primary remediation area are <br /> ' summarized in their August 25, 2017 report(Geocon 2017)attached as Appendix A. This Clean <br /> Closure Report and the attached Geocon report document all remedial activities completed to <br /> achieve clean closure of the Site in its entirety. <br /> Site History and Proposed Development <br /> ' The Site is located adjacent to the northwest corner of the Big League Dreams baseball complex <br /> (located at 1077 Milo Candini Drive) and is north of Highway 120, west of Airport Way, and <br /> ' south of Yosemite Avenue. The Site occupies a portion of Assessor Parcel Number 241-310-44. <br /> The eastern portion of the Site has reportedly been used as a firing range since the early 1960'sl <br /> and according to City of Manteca staff the western portion was used for police K-9 training. <br /> ' Operations at the firing range reportedly stopped in 2009 (Geocon 2015). The firing range <br /> primary components include the range floor, primary impact berm, storage sheds (north and <br /> ' south)and firearms loading shelter.
