' 3.0 SOIL REMEDIATION <br /> Excavation and offsite disposal of soil with COPC concentrations exceeding proposed residential <br /> cleanup goals was proposed in our approved SREW. ICS mobilized to the Site February 21, <br /> 2017 to implement the proposed remedial measures. <br /> ' Proposed excavation limits for RCRA and California hazardous soil were field staked by Geocon <br /> and an X-Ray Fluorescence (XRF)portable detector was used by Geocon to screen for lead <br /> levels during excavation activities. Proposed excavation limits were expanded in areas where <br /> ' elevated XRF readings were recorded and in areas where visible evidence of firing range impact <br /> was observed. <br /> Confirmation samples were collected March 16 and 17, 2017 from the bottom and sidewalls of <br /> the excavation. ICS re-mobilized to the Site June 1, 2017 to remove soil in areas where the <br /> ' March 2017 confirmation samples exceeded cleanup goals. Final excavation activities were <br /> completed June 8, 2017. Additional confirmation samples were collected June 5 and 8, 2017 to <br /> ' verify that all soil had been removed from the firing range that exceeded Site cleanup goals. <br /> ' Excavated soil was direct loaded into trucks where feasible for transportation to Clean Harbors <br /> for disposal. In the event a truck was not available, excavated soil was stockpiled temporarily <br /> (maximum of one day)within the excavation over areas that had not been excavated. Temporary <br /> stockpiles left overnight were covered with plastic and surrounded by temporary waddles. A <br /> total of 1,184.09 tons of soil exceeding RCRA hazardous waste criteria and 1,701.48 tons <br /> exceeding California hazardous waste criteria were excavated and transported to Clean Harbors <br /> under appropriate manifest documentation. Copies of manifests and weight tickets for the <br /> RCRA waste are included in Appendix B and manifests and weight tickets for the California <br /> ' hazardous waste are included in Appendix C. <br /> 3.1 MARCH 2017 CONFIRMATION SAMPLING <br /> ' Confirmation samples were collected by Mr. Dickinson with Pacific Edge on March 16, 2017 <br /> and by Geocon on March 17, 20173. A map depicting a grid with proposed sample locations was <br /> provided to Mr. Kith with SJCEHD prior to collection of the confirmation samples. The <br /> sampling grid was modified in the field to address the actual excavation limits(slightly larger <br /> ' than the proposed limits)based on input and direction from Mr. Kith.
