As stated in our August 20,2015 e-mail, DTSC does not object to the San Joaquin County <br /> Environmental Health Department overseeing the Manteca Former Police Firing Range project if Steve Meeks with the <br /> Regional Water Quality Control Board concurs. DTSC also concurs with the Regional Water Quality Control Board's <br /> comment on "closure" below. Typically,this would only occur if the City went through <br /> the CalEPA Site Designation process asking for the County to be the Designated Agency,which would allow the County <br /> to act on behalf of all other stakeholder agencies. Other than this,the City would have to request a review by a State <br /> agency and ask for an individual closure evaluation and closure determination. For the Water Board,this may require <br /> the City to sign up for a cost recovery account.The Water Board's closure request would have to go through our <br /> complete closure process including a complete data evaluation, closure memo, public notifications and the issuance of <br /> an official "no further action" determination letter signed by the Water Board's EO. DTSC may have a similar process. <br /> 1 <br />
