1.0 SITE BACKGROUND/ACCESS <br /> ' This Soil Remedial Excavation Workplan (SKEW) was prepared by Pacific Edge Engineering, <br /> Inc. (Pacific Edge) for the former Police Firing Range located in San Joaquin County in the City <br /> ' of Manteca, California(Site). Pacific Edge has been subcontracted by Innovative Construction <br /> Solutions (ICS)to prepare this SREW, collect confirmation samples, and prepare the Completion <br /> Report. <br /> This SREW has been prepared pursuant to the February 2016 Contract Documents and Technical <br /> Specifications for the City of Manteca, Family Entertainment Zone (FEZ), Infrastructure <br /> ' Improvements, Remediation of Former Police Firing Range project (Bid Documents). The Site <br /> is owned by the City of Manteca. SJCEHD reviewed and approved Geocon's July 28, 2015 and <br /> subsequently revised August 26, 2015 Workplan for Soil and Groundwater Investigation. As <br /> ' part of this review, DTSC provided comments on the Workplan at the request of SJCEHD. <br /> The Site is located adjacent to the northwest corner of the Big League Dreams baseball complex <br /> ' (located at 1077 Milo Candini Drive) at the approximate location depicted on Figure 1. The Site <br /> occupies a portion of Assessor Parcel Number 241-310-44 and was purchased by the City of <br /> Manteca in 1959. The eastern portion of the Site has reportedly been used as a firing range since <br /> ' the early 1960's2 and according to City of Manteca staff the western portion was used for police <br /> K-9 training. Operations at the firing range reportedly stopped in 2009 (Geocon 2015). The <br /> firing range primary components include the range floor,primary impact berm, storage sheds <br /> (north and south) and firearms loading shelter.
