T3807 Coronado Ave Stockton October 04 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> The facility does not currently have an approved overfill prevention method. Overfill prevention testing was conducted <br /> on 10/12/18, but was submitted with measurements and calculations for the audible/visual alarm only. The tank form <br /> for this site lists both audible/visual alarms and mechanical flapper as the overfill prevention methods. This facility <br /> does not have a fill sump and does not qualify for use of the audible/visual alarm as the sole method of overfill <br /> prevention. The flapper was observed measured at the time of inspection; according to the tank charts on site, the <br /> flapper is located at higher than 95%. No work has been conducted to repair or replace the mechanical flapper. <br /> All underground storage tanks shall be equipped with an overfill prevention system that does not allow for manual <br /> override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity;or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are exposed <br /> to product due to overfilling. <br /> Immediately contact a properly licensed,trained, and certified contractor to install an approved overfill prevention <br /> system. Replacement of a mechanical flapper valve requires a permit and inspection by the EHD. If an external <br /> audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an approved overfill prevention <br /> system can't be installed immediately,there is a possibility that the diesel UST system may be red tagged to prevent <br /> fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator at the time of inspection.
