SAN J OAQU I N Environmental Health Department <br /> CC LJ N T AMENDED <br /> 8/24/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AutoZone#6217 941 W March Ln, Stockton July 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> 1.A 55-gallon hazardous waste drum storing used metal oil filter, located next to the facility's used oil container,was <br /> found with its lid ring not properly secured to the drum. <br /> 2.A 55-gallon hazardous waste drum storing absorbent containing used oil, located next to the facility's used oil <br /> container,was found with its lid ring not properly secured to the drum. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Cassie Croy, store manager,who <br /> properly secured the lids onto the drums. No further action is required to correct this violation. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Notes: <br /> -The inspection began on 7/16/2020 and could not be completed on the same date due to time constraints. The <br /> inspector returned to the facility and completed the inspection on 7/27/2020. <br /> -The inspection report was amended on 7/27/2020 by adding violation 113. The inspection report was amended <br /> again on 8/24/2020 by revising the facility's amount of 2019 public-generated hazardous waste (see below). No <br /> violations were added to or removed from the report amended on 8/24/2020. <br /> -The facility generated .31 tons of hazardous waste (HW) in 2019, and collected 13.21 tons of HW(used oil <br /> and undrained oil filters)from the public in 2019, according to uniform HW manifests and consolidated manifest <br /> receipts observed on-site. The 13.21 tons of public-generated HW is calculated using a gallons to pounds <br /> conversion factor of 7.4 for used oil, per the U.S. EPA Office of Resource Conservation and Recovery's April <br /> 2016 Volume-to-Weight Conversion Factors document. <br /> -The facility is a small quantity generator for its amount of facility-generated HW, and is a small quantity <br /> generator for its amount of public-generated HW. If the facility generates greater than 13.23 tons of <br /> public-/facility-generated HW in 2020, the facility will become a large quantity generator and will need to follow <br /> large quantity generator regulations for its public-/facility-generated HW. <br /> -The San Joaquin County EHD HW permit fee is based on the facility-generated HW, not the public-generated <br /> HW. <br /> An inspection checklist was provided to the facility operator on the day of inspection.
