Griffin : The San Joaquin Valley Unified Air Pollution Control District ( District ) has reviewed the project referenced above consisting of a site approval application for a wholesale lumber distribution facility with incidental retail sales of lumber in two phases ( Project ) . Phase 1 includes the construction of an 11 , 700 square foot storage shed and two 6 , 300 square foot storage sheds . In addition , three existing buildings totaling approximately 50 , 000 square foot will be used for storage and office space , The Project also proposes to establish a railroad spur from the Stockton Terminal Eastern Railroad . Phase 2 includes the construction of two 8 , 400 square foot storage sheds , The Project is located at 1648 North Shaw Road , in Stockton , CA , The District offers the following comments : 1 . Based on information provided to the District , Project specific annual emissions of criteria pollutants are not expected to exceed any of the following District significance thresholds : 100 tons per year of carbon monoxide ( CO ) , 10 tons per year of oxides of nitrogen ( NO ;: ) , 10 tons per year of reactive organic gases ( ROG ) , 27 tons per year of oxides of sulfur ( SOx ) , 15 tons per year of particulate matter of 10 microns or less in size ( PM10 ) , or 15 tons per year of particulate matter of 2 . 5 microns or less in size ( PM2 . 5 ) . Therefore , the District concludes that the Project would have a less than significant impact on air quality when compared to the above - listed annual criteria pollutant emissions significance thresholds . 2 . District Rule 9510 ( Indirect Source Review ) is intended to mitigate a project ' s impact on air quality through project design elements or by payment of applicable off- site fees .
