1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of Site: The project consists of one parcel totaling 10+1-acres, located at <br /> 14953 E. Tokay Colony Road, Lodi, California. The project is in an agricultural community and <br /> is zoned AG-40. The project Assessor's Parcel Number is 065-080-02. <br /> Description of proposed development: The purpose of this project is to rezone the property <br /> from AG-40 to AG-5. If the rezone were to be granted by San Joaquin County,the property <br /> would then be subdivided into two equal five acre lots. <br /> 1.2 Parcel vicinity location map: (See Appendix). <br /> 1.3 Site map: (See Appendix). <br /> 2.0 PAST,PRESENT,AND PROPOSED FUTURE USES OF THIS SITE⢠<br /> 2.1 Discussion of Past,Present uses at the site to assess potential problems: The present owner, <br /> Gene Stoddart, has owned this property for 10+years. The past and present uses of the property <br /> have been for a homesite. The two 5.0 acre parcels will be used as rural residential parcels with <br /> the remaining acreage used for agriculture. <br /> 3.0 EXISTING AND PROPOSED SEPTIC TANK USAGE SECTION: <br /> 3.1 Description of Existing on-site septic tank usage: The existing 10 acre parcel has a house <br /> and a second dwelling. Each home has its own septic system. <br /> 3.2 Site Septic Permit History: Research for septic permits revealed 7 permits for the 10 acre <br /> parcel. <br /> 3.3 Discussion of On-site Repair History: There is history of septic repair/addition. A line and <br /> a drain pit were added in 1976 to parcel 2 per the tentative map included in the appendix. The <br /> second septic system on parcel one as shown in the tentative referenced above has no history of <br /> repairs. (See Appendix.) <br /> 3.4 Description of Existing Septic Tank Usage in the General Area: Septic systems in the <br /> general area consists of what seam to be standard systems consisting of leach lines and seepage <br /> pits. The existing septic system for the residence located in Parcel Two of the included Tentative <br /> Map has its latest records dating back to 1976 when a 70 foot leach line and a 33 inch diameter <br /> drain pit were added as a repair measure. Prior to this repair, a seepage pit with a diameter of 46 <br /> inches at a depth of 25 feet were the means of disposal. <br /> The residence located in Parcel One of the above mentioned Tentative Map was built in <br /> 2017. The online records from San Joaquin County reference said Parcel One has a septic tank <br /> with a capacity of 1,200 gallons composed of two compartments. The septic system includes three <br /> leach lines each with a forty foot length. The septic system is approximately seventy-five feet <br /> from the property line and more than one-hundred feet from the well. The on-site wastewater <br /> treatment system permit also calls out as the system having three seepage pits, thirty-six inches <br /> diameter at a depth of twenty five feet. This permit had a final inspection date of July 14, 2017. <br /> 1 <br />
