This Order is based on the following findings of violation of effluent <br /> limitations; reporting and monitoring requirements; and Pretreatment Program requirements, all <br /> imposed by the Wastewater Discharge Permit issued under Sections 7-090.2 and 7-090.3 of the <br /> Stockton Health and Sanitation Code, and for violation of California Code of Regulations Title 22 and <br /> Federal rules contained in 40CFR403. <br /> FINDINGS <br /> 1) On December 11. 1996, photographs were taken showing with particularity hazardous wastes <br /> (in excess of 8000 pounds) in storage that violate California Code of Regulations Title 22, <br /> Sections 66262.30 Packaging; 66262.31 Labeling; and 6662.34 Accumulation Time- Also. <br /> lack of producuon activities and the layoff of employees indicated the cessation of production <br /> by Advanced Metal Plating at the premises located at 4421 Giannecchint Lane, Stockton, <br /> California. This is deemed to constitute an imminent public nuisance pursuant to Section 7- <br /> 091.2 of the Stockton Health and Sanitation Code. <br /> 2) On November 8. 1996. and on November 9. 1996, a City of Stockton sampler located within <br /> the maintenance hole exclusively servicing Advanced Metal Plating's sanitary discharge <br /> extracted a sample of wastewater which violated permitted copper discharge <br /> +TC CKTq N...CAt_:1=ORNI n'3 '.3L NRIBC SG40q RT" C�7 <br />
