No. CAL 930603608 <br /> Dear Mr. Kal£ <br /> Smith Environmental Technologies Corporation is pleased to submit this summary report to <br /> certify the completion of activities in conjunction with the closure of a wastewater treatment <br /> system operated by Olin Interconnect Technologies (OIT) at 544 Industrial Park Drive in <br /> Manteca, California. In accordance with the PBR Closure Plan submitted to the Department of <br /> Toxic Substances Control on July 24, 1995, Smith Environmental has observed and verified that <br /> the tasks described in the "Closure Procedure"have been completed. Site activities are described <br /> below. <br /> SUMMARY OF SITE ACTIVITIES <br /> Decontamination of the Former Waste Water Treatment Compound <br /> Treatment equipment was dismantled and water washed by OIT personnel to remove residues. <br /> Tanks and associated equipment were then moved to 555 Carnegie Street in Manteca, California <br /> and reassembled. Advanced Environmental Technical Services (AETS) of Hayward, California <br /> performed initial decontamination of the former waste water treatment compound (WWTC) on <br /> November 8, 1995. On December 4, 1995, scrubbing and rinsing of the compound walls was <br /> repeated by AETS to remove cleaning residues that remained on the walls. Water generated by <br /> the decontamination procedure was subsequently transferred to the Indy waste water treatment <br /> system for treatment and disposal. A sample of the generated wash water was collected by AETS <br /> and analyzed for lead, pH, and sulfate. A description of AETS field work and copies of <br /> laboratory analytical results are contained in Attachment 1. <br /> Collection of Soil Samples <br /> On November 9, 1995, Smith Environmental personnel collected 4 soil samples from test pits <br /> located around the perimeter and inside the WWTC. The test pits were advanced to the <br /> appropriate depths using shovels at the locations shown on Figure 1. Three soil samples, TP-1, <br /> TP-2 and TP-3, were collected around the asphalted perimeter of the WWTC at depths from 2.5 <br /> to 3.0 feet below ground surface (bgs).
