The condition of the recycle valve (on or off) <br /> is also indicated on the pH strip chart to document recirculation during high or low pH <br /> conditions. A flow meter with a digital readout and flow totalizer is installed on the <br /> effluent line. The flow meter has connections to control an automatic sampler. <br /> Information on the flow meter operating range was not indicated on the meter. Warren <br /> Shannon requested that this information be provided. The flow meter information can be <br /> sent to Warren's attention at the City of Manteca. <br /> The wastewater treatment system includes all items described in the permit application, <br /> and items requested for flow monitoring and sampling during the permit review. One <br /> item of concern observed during the inspection is the location of the neutralization system <br /> platform with respect to the containment wall. The outer edge of the platform is located <br /> above the containment wall such that drainage from the platform would fall on the top of <br /> the containment wall rather than inside the containment wall. To prevent this from <br /> occurring, the installation of drain shield along the outside edge of the platform was <br /> discussed during the inspection. An additional precaution to control drainage from the <br /> platform is to adjust the platform level to direct drainage away from the outside edge. <br /> Implementation of these two items is recommended to control drainage from the platform <br /> Following completion of these two items, the waste discharge permit for the MQUAD <br /> system can be issued to Olin Corporation. <br /> Very truly yours, <br /> Keith Conarroe <br /> James M.
