CUPAs, in the meantime, <br /> should advise CA and PBR facilities to submit annual <br /> certifications to CUPAs and direct those that are required to <br /> establish a financial assurance coverage for closure to designate <br /> your agency as the beneficiary in any new or renewal mechanisms . <br /> To meet DTSC' s commitment in implementing the Unified <br /> Program, DTSC has developed a self-study manual on the financial <br /> responsibility requirements for facilities . It covers Full <br /> Permit, Standardized Permit, and the lower three tiers . The <br /> manual is a tool to help the local agency inspectors understand <br /> the financial assurance for closure requirements and provide <br /> guidance on how to evaluate the financial mechanisms . The manual <br /> is available from California Compliance School upon request and <br /> by paying the required cost . <br /> Please be informed that handling of the financial assurance <br /> mechanism as a negotiable document is a confidential matter. <br /> Also, some mechanisms are negotiable instruments and must be <br /> stored securely.
