WASTE DISCHARGE REQUIREMENTS -Z-
GENERAL ORDER FOR DISCHARGE OF
GROUND WATER FROM CLEANUP OF
PETROLEUM FUEL POLLUTION
70 SURFACE 'MATERS
consist of the Report of Waste Discharge and filing fee and also as a
minimum, the contents detailed in Attachment A, Application Reouirements.
6. This Order shall apply to individual property owners and/or operators
( "Discharger" ) to whom a Notification of Applicability has been issued by
the Executive Officer. Individual dischargers are not covered by this
Order until they have been issued a Notification of Applicability by the
Executive Officer.
7. The primary pollutants in fuels are: Total Petroleum Hydrocarbons
(gasoline, diesel , kerosine, fuel oil and heavier ranges) ; Benzene;
Toluene; Xylene; Ethylbenzene; and Tetraethyl Lead.
8. Existing wastewater treatment technology, primarily utilizing air
stripping and/or activated carbon , is capable of dependably removing these
constituents to concentrations which are generally non-detectable by
current analytical technology. The commonly achieved detection levels are
as follows:
Detection Analytical
Constituent Level Units Method
Total Petroleum 50 µg/1 EPA Method 8015
Hydrocarbons
Benzene 0.5 Ng/1 EPA Method 602
Toluene 0.5 Mg/1 EPA Method 602
Xylene 0.5 Ng/1 EPA Method 602
Ethylbenzene 0.5 Ng/1 EPA Method 602
Tetraethyl lead 1 Ng/l Graphite
(as total lead) Furnace AA
9. Receiving water quality limits for the constituents of concern can be
found in the Inland Surface Waters Plan and are as follows:
Constituent Level Units Consideration
Total Lead 1.34 vg/1 Aquatic life
(varies with as a 4-day (at a hardness
hardness) average of 50 mg/1 )
Benzene 0.34 Ag/1 Drinking water
as a 30-day supply
average
Toluene 300 Ng/1 Human health
as a 30-day
average
