Vol
WASTE DISCHARGE REQUIREMENTS NO. 5-W-056 -3-
OWENS-BROCKWAY
OWENS-ILLINOIS GLASS FURNACE FACILITY
SAN JOAQUIN COUNTY
11. Process water is collected in the water collection system in the facility's basement.
Skimmers are used in the circulation system to remove oil as it collects on the surface. Oil
is removed from the facility by an oil collection and recycling vendor. Excess process water
flows to the evaporation and percolation ponds. Historically, oil has accumulated on the
surface of process wastewater Pond No. 1. These WDRs include a provision to improve the
control of oil in wastewater.
12. Based on the Discharger's characterization of effluent performed 5 April 1995, process
wastewater is characterized as follows:
Constituent Units AB Sump C Sump RO Reiect Water RO Filter Backwash
Alkalinity(as CaCO3) 1119/1 350 270 190 150
Hydroxide mg/1 ND ND ND ND
Carbonate mg/1 ND ND ND ND
Bicarbonate mg/l 420 330 230 190
COD mg/1 2,700 3,000 96 27
Conductivity µmhos/cm 2,300 1,700 5,200 1,600
pH pH units 7.6 7.5 7.0 8.0
TDS mg/1 1,900 1,500 3,800 1,000
Arsenic mg/1 ND ND ND ND
Barium mg/1 0.03 0.02 0.06 ND
Calcium mg/1 87 58 320 85
Chromium mg/1 0.026 0.02 0.05 0.04
Copper mg/1 ND 0.07 ND ND
Lead mg/1 0.13 0.07 ND ND
Magnesium mg/1 38 27 110 40
Mercury mg/1 0.0002 ND ND ND
Potassium mg/1 8.7 14 15 4
Selenium mg/1 ND ND ND ND
Silver mg/1 ND ND ND ND
Sodium mg/l 350 240 470 180
Zinc mg/1 0.55 0.41 0.09 0.05
Note:
Data from Owens-Brockway Glass Container r-port, "Waste Water Streams Analysis,"5 April 1995.
13. When a furnace requires rebuilding, the molten glass is drained and approximately 750,000"
gallons of well water is pumped through the system to cool the glass and cavy it out of
building. This water currently flows to the storm water ponds. This Order requires the
Discharger to sample this water; if the Discharger can show that it does not contain
contaminants at concentrations that will adversely impact groundwater, then upon approval
of the Executive Officer, it may continue to go to the stormwater pond. If the water does
contain contaminants at elevated concentrations, then this water must go to the industrial
ponds.
