By 30 July 2000, the Discharger shall submit a comprehensive water balance analysis <br /> showing the physical changes needed to meet compliance with Discharge Specifications <br /> Nos. B.7 and B.S. Process wastewater flow rates shall be determined from those <br /> measured since April 2000, as well estimated infiltration/inflow during the rainy season. <br /> Total annual precipitation shall be based on a return period of 100 years, distributed <br /> monthly in accordance with historical rainfall patterns. If the water balance shows that <br /> insufficient pond capacity is available, then the report shall also contain a plan (design <br /> drawings) and timeline for construction of additional pond(s). Full compliance with <br /> Discharge Specifications Nos. B.7 and B.8 must be met by 1 November 2000. <br /> 4. By 30 July 2000, the Discharger shall submit a report prepared by a Registered Engineer <br /> showing that the domestic wastewater leachfields have been repaired to prevent all <br /> surfacing problems. If management changes are necessary, then the report shall describe <br /> the new practices. In addition, the report shall contain calculations to determine the <br /> maximum volume of wastewater which can safely be discharged to the leachfields. The <br /> report shall include a description of the procedure for estimating the domestic wastewater <br /> flow. <br /> 5. To determine compliance with Groundwater Limitation D.1, the Discharger shall submit <br /> a workplan for further characterization of groundwater quality by 30 July 2000. The <br /> workplan shall present an evaluation of the adequacy of the existing monitoring well <br /> network with respect to potential contaminant source areas, groundwater quality and <br /> elevation data collected to date and, historical groundwater flow directions. The <br /> workplan shall contain recommendations and a proposed time schedule for improving the <br /> monitoring well network. The workplan shall be consistent with, and include the items <br /> listed in, Attachment C, "Items to be Included in a Monitoring Well Installation <br /> Workplan and a Monitoring Well Installation Report of Results. " The Discharger shall <br /> submit a report describing the results of the groundwater monitoring well installation by <br /> 1 January 2001. <br /> 6. If process wastewater discharges to the process wastewater ponds are determined to have, <br /> or are likely to, impact groundwater quality based on the Groundwater Monitoring <br /> Summary Report or subsequent monitoring reports, then a Wastewater Treatment/Pond <br /> Mitigation Plan shall be submitted within 90 days of request by the Executive Officer. <br /> The plan shall address groundwater contaminants identified in the Groundwater <br /> Monitoring Summary Report, evaluate contaminant control alternatives, and select a <br /> preferred contaminant control alternative. The selected contaminant control alternative <br /> must comply with State Water Resources Control Board Resolution 68-16 and be <br /> consistent with the most recent Basin Plan. The Wastewater Treatment/Pond Mitigation <br /> Plan shall include future expansion considerations in the selection of the preferred <br />
