Scotts Avenue <br /> Recyclable Materials Reporting Form for Media Recycling <br /> During a Small Hazardous Waste Generator/Tiered permit inspection conducted on October 13, 1999, I <br /> received a copy of a letter dated February 1, 1996 from Eric Workman,Department of Toxic Substance <br /> Control regarding Composite Leasing Corporation's(CLC) request for a recycling exemption for media <br /> blast waste(See#3 &#4 on the October 13, 1999 Tiered Permitting inspection report). While Mr. <br /> Workman paraphrases CLC's belief the media waste could meet California Health& Safety Code(HSC) <br /> section 25143 (b)(1)exclusion for recyclable materials that are used or reused,without reclamation,as <br /> industrial process ingredients, it in no way relieves Rotor Blades from the labeling requirements of HSC <br /> section 25143.9 for handling an excluded waste. <br /> Based on inspection observations,and the submittal of letter to CLC,this waste is being handled as an <br /> excluded waste without sufficient information being submitted to EHD by the generator and the recycler of <br /> this waste must demonstrate recycling is being done appropriately. Please complete the information on the <br /> Recyclable Materials Reporting Form and return the completed form to EHD by December 1, 1999. <br /> In order to meet the requirements of California Health& Safety Code(HSC)section 25143.9, the drums of <br /> media waste require labels stating the following: 1)The date upon which each period of accumulation <br /> began, 2)The composition and physical state of the material, 3)The statement that calls attention to the <br /> particular hazardous properties of the material, 4)The name and address of the person producing the <br /> material, and 5) This waste can be labeled as an Excluded Waste provided it is handled appropriately by <br /> the generator.
