ATTACHMENT A
CONDITIONALLY EXEMPT - SPECIFIED WASTESTREAMS
Item II - Narrative Descriptions
Specific Waste Types Treated:
The Stockton Cogen facility uses potable water as a makeup supply to its steam boiler. Due to
the high pressures at which the boiler operates, the quality of the water used to make steam must
be very high. Consequently, the potable water must be further purified to remove normally
present anions and cations(e.g. calcium, magnesium, sulfate, chloride, etc). To accomplish this
requirement the Stockton facility employs an ion exchange unit. In this unit the potable water will
pass through anion removing resin vessels and cation removing resin vessels. Once the ion
exchange resins contained in these beds have been exhausted, sulfuric acid and sodium hydroxide
solutions are used to strip away the accumulated anions and cations and thus regenerate the
treatment capability of the ion exchange resin. The wastes generated as a result of the
regeneration process are sulfuric acid and sodium hydroxide solutions, with pH levels which can
vary from less than 2.0 to greater than 12.5.
Treatment Process(es) Used:
The regenerate waste waters are directed to the neutralization unit, where the pH can be adjusted
and the treated water discharged to the sewer. The Stockton facility operates 24 hours per day,
year round. The ion exchange unit is regenerated approximately once per day.
