S0 JOA U 1 Environmental Health Department <br /> u ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Smart Final#393 744 W Hammer Ln, Stockton November 04, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS:Two 2.5 gallon partially filled plastic containers of Ecolab Retail Clean-In-Place (CIP)Oven <br /> Cleaner were found next to bags of plastic trash, sitting on wooden pallets,just outside of the dumpster area (see <br /> photos IMG 9266-7). The labeling on the containers stated: "Danger, May be corrosive to metals. Causes severe <br /> skin burns and eye damage...Wash skin thoroughly after handling.Wear protective gloves/protective clothing/eye <br /> protection/face protection. Store locked up. Store in corrosive resistant stainless steel containers with a resistant <br /> inliner. Dispose of contents/container to an approved waste disposal plant"(IMG 9268). Cynthia Hernandez, Store <br /> Manager, and Josie Bautista, Receiver, verified that the containers of oven cleaner came from a food department in <br /> the facility. Cynthia placed both containers of oven cleaner on the ground inside the back storage room of the <br /> facility. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for the waste oven cleaner and all <br /> waste cleaning chemicals, and manage it according to Title 22 CCR. Use Safety Data Sheets(SDS),waste <br /> sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must <br /> be done using methods specified in Title 22 CCR including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination for the waste oven <br /> cleaner. Demonstrate current storage and labeling for wastes determined to be hazardous wastes.
