SAN J O A Q U l N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Smart& Final#403 147 N Wilson Way, Stockton October 31, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site, in the hazardous <br /> waste storage area,while waste was not actively being added or removed from the hazardous waste <br /> containers/totes(IMG see photo IMG 9154): <br /> 1.A Corrosive Bases(CB)Hazardous Waste tote, containing bagged containers of bleach, powder and liquid <br /> laundry detergents, and floor cleaners,was found cracked and broken, causing the tote to be open(IMG 9155-7). <br /> 2.An Oxidizers(OX) Hazardous Waste tote, containing at least five containers of bleach,was found missing both <br /> of its lid latches, Causing the tote to not be closed properly(IMG 9158-9159). <br /> 3.A Corrosive Acids(CA)Hazardous Waste tote, containing powder laundry detergent and Comet with bleach <br /> powder,was found cracked and broken, and missing one of its lid latches, causing the tote to be open and not <br /> closed properly(IMG 9171-5). <br /> 4.An Aerosols, Flammables and Combustibles(AF) Hazardous waste tote, containing aerosol cans,was found <br /> open with its lid not latched(IMG 9160-5). <br /> 5.A Toxics&State Regulated(TX) Hazardous Waste tote, containing soaps and Gain Carpet Deodorizing powder, <br /> was found open with its lid not latched(IMG 9166-8). <br /> 6.A tote labeled"TBD"was open, missing it's lid and both lid latches, and contained an open bag of Roma powder <br /> laundry detergent, an open bag of Tide powder laundry detergent, and an unknown yellow brown liquid at the <br /> bottom of the tote. Each open bag of laundry detergent was also bagged in a Stericycle bag labeled"One Waste <br /> Per Bag"and marked with a date of"10/10"(IMG 9177-83).According to Almadelia Santiago, Receiver, potentially <br /> hazardous waste is placed in the To Be Determined(TBD)tote temporarily, until she can determine if the waste is <br /> hazardous waste.Almadelia stated the bags of laundry detergent were placed in the TBD tote on 10/10/2019. <br /> Thomas Champion, Sr Assistant Manager, stated it appeared that the bags of laundry detergent were left in the <br /> TBD tote because all of the other hazardous waste totes were full and could no longer fit more waste. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste.
