The lamps were taken out of the garbage dumpster by George Faist (General Manager). <br />Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br />hazardous waste determination for the fluorescent lamps and manage it according the Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed. <br />This is a Class II violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br />At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle <br />hazardous waste were properly trained. Two cardboard boxes of approximately thirty-five fluorescent lamps were <br />observed in the garbage dumpster west of the trailer repair shop. There were also several labeling violations <br />observed during the inspection (please see notes). The generator must ensure that all employees who handle <br />hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of <br />training to the EHD for employees whose responsibilities include hazardous waste. <br />This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />One yellow spill pallet next to the used oil tank in the truck shop was observed with approximately 1/2 inch of oil in <br />the bottom of it. All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br />decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br />operation in time of emergency.
