Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />March 21, 2019 <br /> Facility Address: <br /> 28000 S AUSTIN RD, RIPON <br /> Facility Name: <br /> CASWELL MEMORIAL STATE PARK <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 105 CCR 66262.34(d)(2) No emergency coordinator. <br />An emergency coordinator is lacking. There must be at least one emergency coordinator on site or on call to <br />coordinate emergency response measures, and the following information must be posted by a phone: the name and <br />phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, <br />fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint <br />an emergency coordinator and post the required information by a phone. A form is provided that can be used for <br />this purpose. <br />This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />Ten blue plastic empty containers larger than 5 gallons that were marked "corrosive" located behind the <br />maintenance shop were observed without the words "empty" or the date emptied. Containers larger than five <br />gallons that previously held a hazardous material shall be marked with the date they were emptied and managed <br />within one year of being emptied. Immediately mark and manage all empty containers per this section. <br />This is a minor violation. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br />Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br />stored on site at any time may store waste on site up to 180 days. One steel 55 gallon drum of oily water next to the <br />fuel tank was observed without an accumulation start date. One steel 55 gallon drum of linseed oil located behind <br />the well building was observed without an accumulation start date. Since it cannot be determined how long the <br />hazardous waste has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste <br />under manifest. Submit a copy of the manifest to the EHD within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by April 22, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
