Environmental Health Department
Small Quantity Hazardous Waste Generator Inspection Report
Date:
May 03, 2019
Facility Address:
3538 Manthey Rd, Stockton
Facility Name:
Dollar Tree #05525
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
405 CCR 66262.34(d)(2) Failed to manage incompatible wastes in containers properly.
A tube of Coloreazy Color Permanent Cream Hair Color and a container of Coloreazy Developer, both for coloring hair,
were found in one bag inside an STOU HW tote. When Marlene scanned the barcode on the box in which both items
came in, the hand-held scanner indicated the entire package should be placed in a STOU HW tote. However,
ammonium hydroxide was listed as an ingredient in the cream hair color and hydrogen peroxide was listed as an
ingredient in the developer. According to the Dollar Tree Hazardous Material Management poster, items containing
ammonium hydroxide are classified as CB and items containing hydrogen peroxide are classified as OX. Marlene
separated the cream hair color from the developer, placed the cream hair color in the CB HW tote, and placed the
developer in the OX HW tote. (IMG 5851-57, 5862-3)
Incompatible wastes shall not be placed in the same container, or in an unwashed container that previously held an
incompatible waste or material. A container holding a hazardous waste that is incompatible with any waste or other
materials transferred or stored nearby in other containers, piles, open tanks, or surface impoundments shall be
separated from the other materials or protected from them by means of a dike, berm, wall, or other device.
Immediately transfer or separate the above-mentioned incompatible wastes to other containers or separate the
containers.
This was corrected on site.
This is a Class II violation.
FA0015376 PR0539595 SC001 05/03/2019
EHD 22-01 Rev. 09/27/2018 Small Quantity Hazardous Waste Generator OIR
1868 E.
