' 10 INTRODUCTION <br /> On behalf of Rinehart coil, Inc , Ramage Environmental has prepared this Preliminary Investigation <br /> and Evaluation Report for submittal to San Joaquin County Public Health Services Environmental <br /> Health Division (PHS/EHD) and to the Central Valley Regional Water Quality Control Board <br /> (RWQCB) <br /> ' The proposed scope of work was outlined in Ramage Environmental's Work Plan, Preliminary <br /> Investigation and Evaluation, dated May 26, 1999 On June 9, 1999, PHS/EHD approved the <br /> work plan A copy of the work plan approval documentation is included in Appendix A During <br /> ' implementation of the work plan, variances to the approved scope of work were directed by <br /> PHSIEHD PHSIEHD documented their directives on September 19, 1999 (Appendix A) <br /> ' 1 1 Site Description <br /> The southern portion of the subject site is a gasoline service station located at 1001 E Yosemite <br /> Avenue in the city of Manteca (San Joaquin County), California (Figure 1) The northern portion <br /> of the site is undeveloped raw land The service station is currently operational as a Beacon <br /> station with new underground storage tanks (UST) and dispensing system The former RINO <br /> service station included three 10,000-gallon gasoline USTs in a common tank excavation on the <br /> ' east side of the site and two dispenser islands in the south-central part of the site (Figure 2) The <br /> new USTs were installed in the old UST excavation and the new dispensers were constructed in <br /> approximately the same location as the old dispensers <br /> 1.2 Previous Work <br /> 1 2 1 UST System Removal and Soil Sampling <br /> During January 1999, Herbst Engineering, Inc removed the three former USTs, two dispenser <br /> islands, and the old canopy structure and supports Due to equipment constraints, soil samples <br /> were not taken immediately after removal of the USTs and dispenser islands <br /> On January 26, 1999, under PHSIEHD observation, Ramage Environmental collected six soil <br /> samples from beneath the former USTs and six soil samples from beneath the former dispensers <br /> and canopy support structures The analytical results from this sod sampling are summarized in <br /> Table 1 <br /> 5 <br /> r <br />
