Box 2009 <br /> Stockton, California 95201 <br /> Re: State Inspection- Austin Road Landfill Site <br /> Facility No.- 39-AA-0001 <br /> ::ear !Jr. Valincti: <br /> California Integrated Waste Management Board (CIWMB) staff <br /> conducted a State Inspection, in conjunction with an inspection by <br /> J. Wickes and E. Padilla of your staff, of the Austin Road Landfill <br /> Site on September 19, 1991 pursuant to Division 30, Public <br /> Resources Code (PRC) , Sections 43214 and 43219 (b) . The facility <br /> was evaluated for compliance with applicable sections of the PRC <br /> and Title 14, California Code of Regulations (CCR) . - Enclosed is a <br /> copy of the State Inspection Report. <br /> The following violations of applicable State laws and regulations <br /> were documented during the inspection: <br /> 30 PRC 44014 (b) Permit, Terms and Conditions <br /> 14 CCR 18222 Report of Disposal Site Information (RDSI) <br /> 14 CCR 17710 Grading of Fill Surfaces <br /> 14 CCR 17684 Intermediate Cover <br /> 14 CCR 17704 Leachate Control <br /> In addition, one area of concern was noted regarding facility <br /> compliance with the following State Minimum Standard: <br /> 14 CCR 17616 RDSI <br /> Although a number violations were documented during the inspection, <br /> it is noted that your agency is taking appropriate enforcement <br /> actions. The April 2, 1991 Notice and Order (N&O) issued to the <br /> operator addresses the need for a permit revision and provides the <br /> necessary terms and conditions for interim operation. Your staff <br /> is actively working with Board Permit staff on a draft revised <br /> permit as well as responding to comments regarding the RDSI. Board <br /> staff is aware that the City of Stockton in engaged in an Interim <br /> Grading Plan (IGP) approved by the Regional Water Quality Control <br /> Board (RWQCB) which should correct grading and intermediate cover <br /> violations upon completion. The City has also completed a <br /> Verification Monitoring Program and has submitted a Corrective <br /> Action Plan to the RWQCB and Board regarding groundwater <br /> contamination and leachate control. <br /> Printed on Recycled Paper— <br />
