Violation #5 (17710) : Area of Depression: The City of <br /> Stockton has submitted a surface drainage grading plan as <br /> required by the State Water Quality Control Board's Waste <br /> Discharge Requirements (Order No. 90-122) . This plan has been <br /> approved by the Water Board on October 9, 1990. A copy of this <br /> plan and the Water Board's approval are attached for your <br /> review. <br /> Violation #6 (17742): The City of Stockton has currently <br /> notified all haulers that effective October 1, 1990, no <br /> infectious waste will be accepted at this landfill. <br /> Violation #7 (CCR 17695): General: The inspector observed <br /> an oil spill on the ground under a waste oil container tank. <br /> This occurred when the maintenance person spilled a small amount <br /> of oil when dumping oil into the container. However, it was not <br /> soil that the oil dripped on, but an asphalt platform of about <br /> one foot thickness over a four foot thick concrete base. To <br /> correct the spillage problem, we put handles on our waste oil <br /> containers so they are easily drained into a new double-lined <br /> barrel and hauled away by a licensed hauler of the American Waste <br /> oil company. <br /> AREAS OF CONCERN: <br /> Concern 17616: Report of Disposal Site Information update: <br /> The RDSI has been updated and submitted to the LEA and the <br /> Integrated Waste Management Board in April 1990 for their <br /> review. All areas of concern mentioned under this section are <br /> addressed in the revised RDSI. <br /> Concern 17658: Security: This concern was taken care of <br /> immediately. The day of the inspection was the first day of our <br /> new hours of 6: 00 a.m. - 3 : 00 p.m. which is temporary, due to <br /> limited allowed tonnage. The scale person locked up the scale <br /> house and left the gate open to allow the operators out. The <br /> operators did not leave until approximately one hour later <br /> because of the covering operation going on at the time. The <br /> scale person is now directed to lock the gate when she closes at <br /> 3 : 00 p.m. Operators reopen the gate when they are through with <br /> their work and they close the gate behind them. <br /> After the approval of the revised RDSI, or if there are any <br /> changes in hauling patterns/hours by the haulers, the City may <br /> need to revert back to the original operating hours: 6: 00 a.m. - <br /> 4 : 00 p.m. <br /> Concern 17669: Lighting: As the inspector states he was <br /> not at the landfill at 6: 00 a.m. to observe operation, I feel we <br /> have adequate lighting. I have fifteen 24V high powered lights <br /> on three different pieces of equipment. We have been operating <br /> in this manner for twenty years without , any accidents. The <br /> L.E.A. will be invited to inspect the site and evaluate the <br />
