452 NATURAL RESOURCES TITLE 14 <br /> tRapinor 7S.No.23--W-75t <br /> 17917. Solid Wastes or Wastes. Include all putrescible and non- <br /> putrescible solid and semi-solid wastes,such as refuse,garbage,rubbish, <br /> paper, ashes, industrial wastes, demolition and construction wastes, <br /> abandoned vehicles and parts thereof, discarded home and industrial <br /> appliances, manure, vegetable or animal solid and semi-solid wastes <br /> and other discarded solid and semi-solid wastes,and also includes liquid <br /> wastes disposed of in conjunction with solid wastes at solid waste trans- <br /> fer stations,processing facilities or disposal sites,but excludes: (1) sew- <br /> age collected and treated in a sewerage system or (2) materials or <br /> substances having commercial value which have been salvaged for <br /> reuse, recycling or resale. <br /> 17918. Solid Waste Management. Includes a planned program for <br /> effectively controlling the generation, storage, collection, transporta- <br /> tion, processing and reuse, conversion or disposal of solid wastes in a <br /> safe,sanitary,aesthetically acceptable,environmentally sound and eco- <br /> nomical manner. It includes all administrative, financial, environmen- <br /> tal, legal and planning functions as well as the operational aspects of <br /> solid waste handling,disposal and resource recovery systems necessary <br /> to achieve established objectives. <br /> 17919. Transfer Station. Includes those intermediate waste han- <br /> dling facilities where solid wastes are transferred from hauling vehicles <br /> to a transfer vehicle and where the waste or a portion thereof may <br /> undergo incidental processing, recycling or further handling before <br /> transport to a disposal site,waste processing facility,or other facilities. <br /> 17920. Waste Processing Facility (Site). Includes those plants or <br /> sites where solid wastes are subject to processing operations involving <br /> reduction, separation, recovery or conversion. <br /> 17921. Environmental Impact Report Notice of Completion. <br /> Means a report filed with the Secretary for Resources upon completion <br /> of the draft Environmental Impact Report as required by Section <br /> 15085(c) of the Guidelines for Implementation of the California Envi- <br /> ronmental Quality Act of 1970,as amended,contained in Title 14 of the <br /> California Administrative Code. <br /> Article 3. Facilities Proposed Prior to <br /> Board Approval of County Plan <br /> 17925. Purpose. This Article is intended to be applied only to new <br /> solid waste disposal sites and transfer stations proposed to be placed in <br /> operation prior to the completion and Board approval of the county <br /> plan. <br /> 17926. Filing of Notice of Intent. (a) Persons planning to com- <br /> mence operation of a new solid waste disposal site or transfer station <br /> which has been granted land use approval by the city or county shall <br /> file a notice of intent with the Board. Such notification shall be made <br /> on forms provided by the Board and shall be filed at least forty-five (45) <br /> days before the scheduled operation of the facility. <br />
