CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. 87-005 WASTE DISCHARGE REQUIREMENTS FOR PACIFIC LIGHTING ENERGY SYSTEMS AND THE CITY OF STOCKTON SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (here- after Board) finds that: 1. Pacific Lighting Energy Systems submitted a Report of Waste Discharge, dated 16 August 1986. The property is owned by the City of Stockton. Pacific Lighting Energy Systems and the City of Stockton are hereafter jointly referred to as Discharger. 2. The Board, on 16 December 1977, adopted Order No. 77-288 which prescribed requirements for the Austin Road Class II -2 solid waste disposal site operated by the City of Stockton. 3. Pacific Lighting Energy Systems will operate a landfill gas recovery system at the Austin Road solid waste disposal site under contract with the City of Stockton. The gas is used to power an electrical generation plant at the northwest corner of the site (Attachment A). This plant receives gas from a series of collection wells distributed across the landfill. Condensate from this gas collection network will be intercepted at several condensate traps within the collection network. Condensate enters the traps and then infil- trates the landfill. In addition to these traps an average of 100 gallons per day (design flow of 200 gallons per day) of condensate collects at the plant. This fluid, called return condensate, will be returned to the landfill at three or more points. 4. Under Section 2511(e) of Title 23, California Administrative Code (CAC), discharges of condensate from methane cas recovery operations to the landfill are exempt from the requirements of Subchapter 15, Chapter 3, Title 23 of the CAC if the following conditions are met: a. Condensate shall have no chemical additives which could adversely affect containment features, and shall consist of water only and liquid contami- nants removed from gas recovered at a waste management unit. b. Condensate shall be discharged to a different landfill waste mandg�ent unit with a leachate collection and removal system operated under wast:, discharge requi rements issued by the Regi oral Board, or returned to the waste management unit(s) from which it came. c. The Discharger shall submit,a Report of Waste Discharge t� the Regional Board pursuant to Subchapter 9 of Chanter 3, end shall discharge condensate only in compliance with waste discharge requirements.
