R.D.I. <br />AUSTIN ROAD LANDFILL--RODSI AND INSPECTION <br />Facility No. 39 -AA -0002, Meeting of 2/21/89 <br />The City of Stockton appreciates the effort extended by you, Mr. <br />Olsen of the Environmental Health Division, and Jesse Adams of <br />the California Waste Management Board, Permit Division, for <br />meeting with Mr. Ingraham, the Assistant City Manager, Mr. Chen, <br />Mr. Castleberry, and myself to discuss the Austin Road Landfill. <br />Our talks referred to your letters of January 17 and 26, 1989, <br />and served notice that the City landfill was out of compliance in <br />the follow areas: weight/volume compared with the 1983 facility <br />permit; spreading and compacting; slopes and cuts; and cover. <br />These letters will be answered by this letter and work plan while <br />the 5 -year facility permit review is being processed <br />concurrently. Another factor that affects our compliance is that <br />the City Council early in March will authorize acquisition of <br />additional property for cover material or possible site <br />expansion, to be determined at some future date. Also before the <br />Council is a request for additional staffing to assist in <br />administering compliance. Other evidence of the City's good <br />faith in having the site in compliance is in the weight scale <br />units being installed currently at Austin Road and, shortly <br />thereafter, at the French Camp Landfill. In addition, a load <br />checking program, now approved by State Water Quality, has been <br />developed and is ready to commence. <br />Now we will address the specific non-compliance areas of your <br />letter dated January 26, 1989, with our plan of action. <br />"STOCKTON ...
