Washington Blvd. <br />Commerce, CA 90040 <br />Dear Mr. Nakamoto: <br />GEORGE DEUKMEJIAN, Governor <br />June 14, 1988 <br />1988 <br />The Department has received your letter dated May 13, 1988 <br />requesting an extension of our nonhazardous waste determination we <br />made in our letter to you dated May 6, 1988 regarding used oil <br />filters. The original determination was based upon sample analyses <br />performed by BTC Laboratories and Brown and Caldwell Laboratories <br />on used oil filters from your Toyon, Penrose, Oxnard, and Bonsall <br />Power Plants, Pacific Energy has seven other power plants; <br />Bakersfield, _Stockton, Lompoc, Otay, Salinas, Santa Clara, and <br />Upland. <br />During a telephone conversation on June 3,!1988 between Richard <br />Sacks and Cindy Oshita Of my staff, Mr. Sacks explained that all of <br />the facilities use the same type of engine and operate on landfill <br />gas. The operations are the same at all of the facilities, except <br />that they differ only in the size of the facility, some of which <br />have more engines. The samples submitted for analyses are <br />representative of all of the used oil filters generated from the <br />twenty engines throughout Your eleven power plant facilities. <br />Based upon the information cited above, the Department extends the <br />nonhazardous determinationtoinclude used oil filters generated - <br />from your Bakersfield, Stockton, Lompoc, Otay, Salinas, Santa Clara <br />and Upland Power Plant Facilities. As a reminder, if the wastes <br />change such that our determination cannot be supported by the .. <br />information submitted, Pacific Energy must begin managing the waste <br />as hazardous according to all provisions set forth in Chapter 30, <br />Title 22, California Code of Regulations.
