STAT$OF CA!FORNIA GEORGE DEUKMEJIAN,Governor <br /> ALIFORNIA REGIONAL WAI ER QUALITY CONTROL BOARD--7W of <br /> CENTRAL VALLEY REGION <br /> 3443 ROUTIER ROAD <br /> SACRAMENTO,CA 95827-3098 <br /> 6 March 1989 MAR 91989 <br /> ENV4ROM4E ITAL HEALTH <br /> PERMIT/SERVICES <br /> Mr. Stephen Chen <br /> Deputy Public Works Director <br /> City of Stockton <br /> City Hall <br /> Stockton, CA 95202 <br /> VERIFICATION MONITORING PROGRAM, AUSTIN ROAD .LANDFILL, STOCKTON, CASE NO. 2148 <br /> We received your Notification of Hazardous Waste Discharge on 15 February 1989. <br /> Title 23, California Code of Regulations (CCR) , Chapter 3, Subchapter 15, <br /> Article 5 (Subchapter 15) states that if there is a statistically significant <br /> increase in the concentration of indicator parameters or waste constituents, the <br /> Discharger must implement a verification monitoring program. This program will <br /> be designed to determine the horizontal and vertical extent of the contamina- <br /> tion. Subchapter 15 requires the Discharger to submit to the Board within 90 <br /> days an amended Report of Waste Discharge (RWD) outlining the verification <br /> monitoring program. Because the SWAT Report is to be submitted to the Board <br /> within that time, it will be considered Phase 1 of the amended RWD. Phase 2 of <br /> the amended RWD must describe the verification monitoring plan to be implemented <br /> at the site. This report must be submitted to the Board by 1 July 1989. <br /> The notification you sent also shows that the lower aquifer, accessed by the <br /> existing water well adjacent to the service road, may have been degraded. It is <br /> possible that the water well is acting as a conduit between the upper and lower <br /> aquifer, essentially funneling the contamination down the well . We request, <br /> pursuant to Section 13267 of the California Water Code, that a technical report <br /> be submitted specifying any design details known of the well , and the proposed <br /> actions to be taken to ensure that the well does not act as a conduit. The <br /> report should include, but not be limited to, the design of the well (if known) , <br /> any sampling analysis performed on the well , and the abandonment procedures <br /> being considered.
