We noted that <br /> additional information is needed. That information includes a Report of Waste <br /> Discharge, a. C1psure. Plan and test results showing the enaineprina nropertips of <br /> the sewage sludge. <br /> A landfill Cover is an engineered structure. The City proposes to use the <br /> sewage sludge as foundation material for the cover. We have neither seen the <br /> landfill cover design nor the engineering properties of the sludge. Therefore, <br /> we cannot comment on the possibility of using the sludge as foundation material . <br /> If the City desires to move the sludge to the landfill on a temporary basis, we <br /> would not object. However, permanent disposal depends on our review of the <br /> additional information needed. Should the City move the sludge to the landfill <br /> and then be unable to dispose of the sludge in the landfill , then the City would <br /> incur the Cost of moving the sludge twice. <br /> The location for temporary sludge storage, as described in the 15 June 1988 <br /> letter from Thomas Woodward to the City, is not sufficiently detailed for us to <br /> approve. However, we can give our criteria for tempnorra <br /> pry store. These are; <br /> 1. The sludge must not be stored closer than 100 feet from Littlejohns Creek.. <br /> 2. The sludge must be either coverled , or rainfall/runoff must be contained <br /> on-site. Rainfall/runoff which ha.s contacted the sludge must not be <br /> allowed to enter Littlejohns Creek. <br /> We suggest that the City contact the San Joaquin Local Health District to <br /> determine if they have any additional requirements for the temporary sludge <br /> storage_. <br /> If you have any questions about the landfill site please contact Jeff Tucker at <br /> (916) 361-5737. <br /> WILLIAM H.
