CENTRAOALLEY REGIONAL WATER QUALITY 0- INTROL BOARD <br /> INSPECTION REPORT I <br /> 22 March 1988 <br /> DISCHARGER : AUSTIN ROAD LANDFILL <br /> LOCATION & COUNTY: Austin Road south of Stockton, San Joaquin County <br /> CONTACT( S ) : Harry Montgomery <br /> INSPECTION DATE : 5 February 1988 <br /> INSPECTED BY : Timothy Crandall <br /> ACCOMPANIED BY : <br /> OBSERVATIONS AND COMMENTS: <br /> I traveled to Austin Road Landfill to conduct a level B inspection. I stopped <br /> at the weigh station, announced my intentions of conducting an inspection, and <br /> then drove to the active fill area. I spoke with Ken, a bulldozer operator, who <br /> said that the winter had been fairly dry and the landfill did not have problems <br /> with excess water. The active fill area was neat and well maintained. <br /> Leaving the fill area, I then drove to the top of the old fill area. I saw <br /> standing water on the cap in the same places that I had noted a year ago. <br /> Mr. Giambastiani , the landfill contractor, drove up and we discussed operation <br /> of the landfill and what the City of Stockton was planning to do to solve the <br /> standing water problem. Mr. Giambastiani said that the City was planning to <br /> move some soil to cover the depressions on top of the landfill . He also <br /> mentioned that a new landfill unit had been excavated and use of that unit would <br /> begin in a few weeks. Pooled water and changing the cap contours without <br /> notifying the Board is a violation of waste discharge requirements (WDRs). I <br /> also noticed where oil had been discharged on the cap leaving a large oil stain. <br /> Such a discharge is not permissible as it can pollute surface water. <br /> I drove to the newly excavated unit at the west end of the site and found a pit <br /> approximately 12 feet deep and approximately 200 feet by 600 feet. I walked on <br /> the bottom of the pit and noticed numerous moist sand stringers on the side of <br /> the pit. I also found one sand lens on the bottom. Excavation at the south end <br /> of the pit uncovered some refuse. Use of this new unit without amending the <br /> WDRs is a violation of the Water Code and Subchapter 15, Title 22, California <br /> Code of Regulations. <br /> INSPECTION SUMMARY <br /> Operations at the active portion of the landfill are being conducted <br /> efficiently. Pooled water and an oil discharge were found on top of the old <br /> section of the landfill . This is a violation of WDRs. The City plans to <br /> regrade the top of this section but has not submitted plans to the Board. The <br />
