r <br /> CENTRAL45LAEGIONAL WATER QUALITY OARD <br /> INSPECTION REPORT <br /> DISCHARGER: Austin Road Landfill , City of Stockton <br /> LOCATION & COUNTY: South of Stockton , San Joaqin County <br /> CONTACT( S ) : Joe Walker , Director of Public Works, City of <br /> Stockton <br /> INSPECTION DATE : 18 February 1987 <br /> INSPECTED BY : Timothy Crandall <br /> ACCOMPANIED BY : John Giambastiani , Landfill Operator <br /> OBSERVATIONS AND COMMENTS <br /> I visited the Austin Road Landfill to conduct a B1 inspection. <br /> John Giambastiani met me at the front office and we drove to <br /> the active face of the landfill . I saw three pieces of heavy <br /> equipment building a lift on the face. At the base of the lift, I <br /> saw. a pool of grease trap pumpings lying on the ground surface. <br /> John said that the landfill accepts about 15 to ^® cubic yards of <br /> grease trap pumpings each day. During the summer, the pumper <br /> trucks can discharge the grease directly onto the refuse. Wet <br /> conditions during the winter prevent this process so instead, the <br /> trucks dump their loads at the foot of the active face. It takes <br /> from one to two weeks to advance the face of the landfill to <br /> cover the pooled grease pumpings. This disposal method is in <br /> violation of Waste Discharge Requirements (WDRs) , Order No. 77- <br /> '488, Discharge Specification #8 which states: <br /> "Liquid waste shall be mixed with dry refuse at a rate not <br /> to °exceed 25 gallons of liquid waste per cubic yard of dry <br /> refuse. Rainfall shall be included as part of the 25 gallons <br /> of liquid waste. Liquid waste shall be deposited in the <br /> upper portion of the refuse to allow maximum absorption of <br /> liquid in dry refuse and to minimize the possibility of <br /> leachate forming. No liquid waste shall be deposited at or <br /> near the bottom of the refuse. " <br /> After inspecting this area, I left John at the front office and <br /> toured the rest of the area. Climbing up onto the top of the <br /> landfill , I walked through the methane gas extraction well field. <br /> I found considerable amounts of ponded water in the south east <br /> quadrant of the field. This condition is in violation of WDRs, <br /> Discharge Specification #15 which states: <br /> "The exterior surfaces of the disposal area shall be graded <br /> to promote lateral runoff of precipitation and to prevent <br /> ponding.
