Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />April 02, 2019 <br /> Facility Address: <br /> 505 W Harding Way, Stockton <br /> Facility Name: <br /> Family Dollar Store #11298 <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />RemarksItem # <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />The following waste was found in the facility's dumpster at the time of inspection (see photos IMG 5227-8): <br />- Two 124 fl. oz. pails, one of which was partially filled and the other which was empty, of Glidden Essentials Exterior <br />Paint in the color white <br />- A 124 fl. oz. pail, which was full, of Behr Interior/Exterior Flat Masonry, Stucco & Brick Paint <br />According to Eric Farley, store manager, he believes the paint belonged to the contractor who was hired to paint the <br />exterior of the facility building due a recent fire at the facility. <br />Eric removed the pails of paint from the dumpster and bagged and placed the pails in front of the facility's <br />hazardous waste storage area until he determines if they are hazardous waste. <br />Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop the <br />disposal of any potential hazardous waste into the trash, make a hazardous waste determination for any potential <br />hazardous waste, and manage it according the Title 22 hazardous waste regulations. <br />Submit a statement and supporting documentation explaining how the three pails of paint waste were managed. <br />This is a Class II violation. <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br />An emergency coordinator and modified contingency plan information is lacking. <br />There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, <br />and the following information must be posted by a phone: the name and phone number of the emergency <br />coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number <br />of the fire department, unless the facility has a direct alarm. <br /> <br />Immediately appoint an emergency coordinator and post the required information by a phone. <br />A form was provided to Gloria Oros, district manager, that was used for this purpose (IMG 5232). <br />This was corrected on site. <br />This is a Class II violation. <br />Page 4 of 15 <br />FA0022538 PR0539983 SC001 04/02/2019 <br />EHD 22-01 Rev. 09/22/16 Small Quantity Hazardous Waste Generator OIR
