This facility does not have a valid ID number to manage hazardous waste. A hazardous waste generator shall not treat, store, dispose of, transport or offer for transportation, hazardous waste without an ID number. If you or your business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous waste, then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web site https:Hdtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ for the form to apply for an ID number. Immediately obtain an ID number to manage hazardous waste and submit evidence to the EHD. This is a repeat violation, Class II. 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. The secondary containment for the three 55 gallon drums of used oil was observed with a rag plugging the drain hole. Used oil had saturated the rag and created a puddle of oil on the pavement covering an approximate area of 1x1 feet. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up the oil puddle and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a repeat violation, Class II. 302 CCR 66262.34(4)(2) Failed to maintain required emergency equipment. Spill control equipment was not found on site. All facilities shall be equipped with an internal communication or alarm system, a device capable of calling outside emergency help, spill control equipment, and decontamination equipment at all times. Immediately provide spill control equipment and maintain on site. This is a minor violation. 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. The secondary containment for the three 55 gallon drums of used oil had approximately an inch of oil and debris in the bottom of it and the drain was plugged with a rag. All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency.
