i
a CHARTER PROPERTIES
DECENTRALIZED TREATMENT FOR LIN FAMILY PROPERTIES
' DRAFT
DECEMBER 2008
3i
1.0 OVERVIEW
E
This report presents the preliminary land requirements and probable costs for a
0.12 million gallon per day (MGD) decentralized subsurface domestic wastewater
dispersal system for the 400 acre Lin Family Property located near Tracy in San Joaquin
County. This decentralized wastewater system evaluation has been done in consideration
of the onsite wastewater system requirements of the San Joaquin County Environmental
Health Department and the upcoming new California State Onsite Wastewater System
Regulations, as required by Assembly Bill 885. These State Regulations are in the ficial
public comment phase of the environmental review process, and are expected to be
adopted by mid-2009.
E{
Advantage's of the, decentralized wastewater system approach; such as phasing and low
operation and maintenance costs will also be discussed. The 0.12 MGD design flow is
used in order to be consistent with a previous report, Preliminary Groundwater
Investigation and Wastewater Facilities Planning Report, prepared by Eco:Logic
Consulting Engineers (Eco-.Logic), dated March 2006 [1]..
This report did not involve any further field investigation. The existing site information
cited in the Eco:Logic report was used, as well as site specific data from the United States
Department of Agriculture(USDA)Natural Resources Conservation Service(MRCS), the
Federal Emergency Management Agency (FEMA), and the United States Environmental
Protection Agency (USEPA).
u
2.0 DESIGN BASIS
E 2.1 Wastewater Flow "
F fF
This analysis assumes an average dry weather flow(ADWF)of 120,000 gpd. The peak-
wet
eakwet weather flow(PWWF) includes ADWF and inflow and infiltration (I/1). Assuming
an I/I of ten percent of the ADWF,the PWWF would be 132,000 gpd. 1/I is assumed to
F occur duringwinter months December—March). Decentralized treatment system
( ) hz- A4
equipment is icalhr sized using the ADWF. 1/1 can be greatly reduced or eliminated in
decentralized systems due to the shallow, small diameter pipelines used in the collection.ji
system.
f
t
ii
Decentralized Treatment for I..in Family 1 SAB038100
December 2008 NAS AB038100',Documents120081219_LinPropWW_Dbf1 doc
.3
t
.3
