Furthermore, monthly <br /> and/or quarterly wastewater monitoring reports have not been submitted to the Environmental Health Department. <br /> In addition, soil erosion in the area of the utility pole inside the fenced enclosure may be causing the pole to lean. <br /> Pertinent County Codes/Regulations are listed below. <br /> San Joaquin County Development Title 9,section 9-1110.4e: The Director of the Environmental Health <br /> Department may order changes to any existing system, method, means,manner,or place for disposal, <br /> treatment or discharge of sewage in order that it shall not constitute a menace to health. <br /> San Joaquin County Development Title 9,section 9-1110.10: Any violation of this chapter shall constitute a <br /> public nuisance subject to enforcement under the provisions of Title 8,Division 5 of this code,also known as <br /> the Housing and Nuisance Abatement Code. <br /> OWDS,San Joaquin County Ordinance Code 9-110.5 Section 4.5: A certified operator with skill to cause the <br /> j plant to be operated as designed shall be available to operate the plant.The operator shall be certified by the <br /> State of California Water Resources Board-Central Valley Region. <br /> OWDS,Section 4.13: Monthly monitoring by a certified plant operator is required. Analysis required may <br /> include BOD,Dissolved Oxygen,and settleable solids of plant influents and such other points on stream as <br /> may be necessary. Average daily flows and peak flows after plant is in operation are to be determined by a <br /> reliable method. Copies of these analyses and operational records shall be furnished to the director of <br /> Environmental Health and the Central Valley Regional Water Quality Control Board. <br /> According to the California Health and Safety Code Sections 17920.3,and San Joaquin County Development Title <br /> 9, Section 9-1110,this department has the authority to: issue an administrative order requiring the owner to take <br /> corrective action as necessary to abate a nuisance,cease and desist any improper action, and establish a time <br /> schedule according to which the site shall be brought into compliance. <br />
