On behalf of the Board, I apologize in the delay for responding to you. 1 As you may know, the Regional Water Board reorganized several years ago into a Permitting section and a Compliance/Enforcement Section. Mary and Tim O'Brien work in the Permitting section, which is why they prepared the Notice of Applicability to enroll French Camp RV Park under the General Order. Now that the facility has been permitted, you need to work with Anne Olson and Brendan Kenny in the Compliance/Enforcement Section. Please send all future e-mails and reports regarding the French Camp RV Park directly to Anne and Brendan. Brendan just reviewed your 7 July e-mail submittal. The attached plans are dated May 2010. While the leachfield length is adequate, the proposed location of both the leachfield and replacement leachfield do not match that found in Attachment B of the Notice of Applicability. Therefore, Water Board staff can not approve your proposed plan. We are growing increasingly concerned about your ability to cease discharging to the pond by 2 August 2010. That date is contained in the Notice of Applicability, and my staff will need to take enforcement actions if French Camp can not comply. We will also need to take enforcement actions if French Camp can not construct a leachfield that complies with the Notice of Applicability. f I strongly suggest that you contact Brendan Kenny at (916) 464-4635 to discuss how and when you will have a design that complies with the NOA.
