2. A cement wall with an addition of a three foot fence with privacy slats has been installed <br /> at the east and southeast sides of the plant to enclose the system and to protect the plant <br /> from unauthorized persons gaining entry. Pictures were taken on September 3, 2008 and <br /> are on record with the permanent file. <br /> 3. Weeds have been removed and locations within the filter bed areas appear to be <br /> maintained. There is minimal weed growth occurring throughout the filter bed areas. This <br /> facility shall continue to maintain weed control and implement a weed control program <br /> through a consistent spraying of an herbicide approved by the State of California for <br /> application without detrimental effects to the operation and maintenance of the package <br /> treatment plant. The Environmental Health Department (EHD) recommends landscaping <br /> with shallow rooted grasses to aid in the uptake of effluent from the filter beds. <br /> 4. Currently the tanks are pumped of solids on a routine basis every three months as needed. <br /> Continue to maintain this routine and operation. At this time filter bed number one is not <br /> being utilized due to previous problems associated with non-permeable soil types within the <br /> filter bed areas. Filter bed numbers two and three are currently being utilized and shall <br /> continue to be used from this point on. The following was observed at the monitoring <br /> ports for filter beds one through three: <br /> Filter bed#1 - Monitoring observation port was dry. <br /> Filter bed#2-Monitoring observation port not accessible. <br /> Filter bed#3-Monitoring observation port not accessible. <br /> 5. For the permitting year of 2008-2009, analytical testing and reporting to the EHD may be <br /> required as part of a condition of the permit. The monitoring frequency is to be determined <br /> by EHD. The waste water may be required to be sampled for the following constituents by <br /> an employee of a state certified analytical laboratory and results submitted to the EHD: <br /> TKN- Includes Nitrate and Ammonia <br /> BOD- Biological Oxygen Demand <br /> TSS - Total Suspended Solids <br /> pH <br /> CBOD— Carbonaceous Biological Oxygen Demand <br /> 6. The sewage package treatment plant appears to be operating efficiently at the time of <br /> inspection. Continue to maintain and operate the plant according to San Joaquin County <br /> On Site Wastewater Disposal Standards.
