SECTION l <br /> INTRODUCTION <br /> 1.1 PURPOSE <br /> This document has been prepared to serve as a standard health and safety protocol for the <br /> identified tasks relating to underground storage tanks (UST) containing petroleum products. <br /> The purpose of this document is to provide consistent and comprehensive procedures to <br /> protect the health and safety of SEACOR personnel, SEACOR subcontractors, and the <br /> public during these field activities. Through this plan, it is expected that the high standard <br /> of SEACOR health and safety will be maintained by ensuring consistent application of the <br /> safety practices described herein. <br /> 1.2 SCOPE AND APPLICABILITY <br /> This standard Health and Safety Plan (the plan) has been developed to cover selected <br /> activities relating to underground storage tank projects This plan applies only to USTs <br /> containing, or formerly containing petroleum hydrocarbon products such as gasoline, diesel <br /> fuel, heating fuels, lubricants, turbine fuel, or waste oil. The application of a standard plan <br /> is appropriate for these projects because of the foreknowledge of site conditions and <br /> hazards, and the repetitive nature of the work activities. Tasks involving USTs associated <br /> with chemicals or materials other than those mentioned are NOT covered under this plan. <br /> Furthermore, this plan is NOT valid for UST projects where Level B personal protection is <br /> required, or where entry or demolition of USTs is undertaken. Therefore, this plan applies <br /> to the following activities when they are performed on petroleum containing underground <br /> storage tanks• <br /> • Activities associated with standard site characterizations such as soil and <br /> groundwater sampling. <br /> • Tank and product dispensing line removal. <br /> • Excavation of petroleum contaminated soil. <br /> • Tank tightness testing <br /> Installation of groundwater treatment systems and soil vapor extraction systems. <br /> • UST installation oversight. <br /> Actual subtasks relating to the identified activities will be discussed in detail in Section <br /> 3 - Task Risk Analysis.
