Environmental Health Department
Small Quantity Hazardous Waste Generator Inspection Report
Date:
August 06, 2019
Facility Address:
20480 E Copperopolis Rd, Linden
Facility Name:
r&j dondero inc
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
102 CCR 66262.11 Failed to determine if a waste is a hazardous waste.
According to facility personnel, oil spills are cleaned up using sandy absorbent and disposed of in the regular refuse
bin. Likewise, metal shavings are disposed of in the regular garbage. Any person who generates a waste shall
determine if the waste is a hazardous waste. Immediately stop disposing the used absorbent and metal shavings in
the regular trash and make a hazardous waste determination for the used absorbent and metal shavings and manage
waste according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation
explaining how this waste was managed.
This is a minor violation.
106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures.
At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle
hazardous waste were properly trained. Certain facility personnel were unsure about proper waste management
when quizzed. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar
with proper waste handling and emergency procedures. Provide proof of training to the EHD for employees whose
responsibilities include hazardous waste.
This is a minor violation.
301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste.
Significant accumulation of oil was observed in the spill pallets storing containers of used oil and oil product. Facilities
shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air,
soil, or surface water which could threaten human health or the environment. Immediately remove oil in the spill
pallets and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting
documentation explaining how this waste was managed.
This is a minor violation.
505 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks.
The used oil tank in the oil storage area was observed without a label. All hazardous waste tanks shall be marked with
the words “Hazardous Waste” and the accumulation start date. Immediately ensure that all hazardous waste tanks
are marked with the required information.
This is a minor violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by September 6, 2019 .
Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
