HAMMER LANE Record ID#: COADGXYTP <br /> STOCKTON, CA 95212- Program Element: 2546 <br /> Spill Location: 3223 HAMMER LN, STOCKTON Release/Spill Response (excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> 10 GALLONS OF MOTOR OIL RELEASED DUE TO ILLEGAL DUMPING; GROUND AND STORM DRAIN IMPACTED. <br /> OBSERVATIONS: <br /> Contacted Tyler Steimel, staff scientist for Apex Companies. Stated clean-up occurred on 7/24/2020.Tyler stated he will <br /> send a copy of disposal receipt for waste generated to EHD. <br /> Tyler approximated 3,000 gallons of waste water contaminated with motor oil were generated from clean-up. <br /> Please be advised that the disposal of any waste [HSC 5411]or disposal of any hazardous waste, or the causing thereof, is <br /> prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. <br /> [HSC25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste shall <br /> be disposed of under appropriate hazardous waste manifesting procedure[HSC 25160(b)(3)]. Provide a copy of the waste <br /> sample analytical results prior to disposal of the waste, and the waste/hazardous waste disposal records to the EHD for all <br /> clean up debris associated with this spill clean-up. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> • Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> IMMEDIATELY <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> For the approximately 3,000 gallons of waste water contaminated with motor oil and any additional waste generated <br /> from clean-up please manage according to Title 22 California Code of Regulations for hazardous waste.
