STOCKTON <br />October 11, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. In the hazardous <br />waste storage area: <br />-One red 55 gallon steel drum containing used oil (full) was missing a hazardous waste label. <br />-One black 55 gallon steel drum containing used oil (1/2 full) was missing a hazardous waste label. <br />-One white 55 gallon steel drum containing used oil (1/4 full) was missing a hazardous waste label. <br />-One 3 gallon drain pain containing used oil (1/3 full) and one used oil filter was missing a hazardous waste label. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by November 10, 2019. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152). To schedule an <br />appointment, please call (209) 468-3420. <br />Documents provided during inspection: List of free EHD training classes <br />Waste streams sand blast waste, paint waste, used oil, oil filters, absorbent <br />Facility did not have any disposal records from the past three years. The sand blast waste accumulated was <br />taken to Stockton Tri Industries located at 2141 E Anderson St, Stockton, CA 95205, for disposal. Any paint <br />waste is taken to the County Household Hazardous Waste facility on Saturday as a household waste. Empty <br />paint containers are thrown away into the trash. The oil filters and the absorbent are thrown away into the trash. <br />The facility produces Slag Lime as a by-product of acetylene gas production.
