SANIJOAQUIN <br /> Environmental Health Department <br />—COUNTY <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />STEPHAN'S TRUCK REPAIR <br />Facility Address: <br />9241 S HARLAN RD, FRENCH CAMP <br />Date: <br />November 25, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />101 CCR 66262.12 Managed a hazardous waste without an identification number. <br />OBSERVATION: This business does not have an active hazardous waste ID number in the California Department <br />of Toxic Substances Control (DTSC) database. <br />REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for <br />transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification <br />(ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br />month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br />numbers are unique to a business and site location. <br />CORRECTIVE ACTION: Go to the DISC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br />to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin <br />County Environmental Health Department within 30 days. <br />This is a minor violation. <br />113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: Department of Toxic Substance Control records indicate that hazardous waste was hauled away <br />on 6/13/2017 (used oil, 220 gallons). The consolidated manifest was not found on site during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Immediately locate a copy of the missing consolidated manifest receipt and maintain it on <br />site.
