Environmental Health Department <br />AMENDED <br />10/18/2019 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 11, 2019 <br /> Facility Address: <br /> 2505 W HAMMER LN, STOCKTON <br /> Facility Name: <br /> SUTTER GOULD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br />OBSERVATION: This business does not have Federal hazardous waste EPA ID number in the California <br />Department of Toxic Substances Control (DTSC) database. The facility has generated greater than 1442 kilograms <br />of RCRA hazardous waste in 2019 to date from review of the disposal manifests. <br />REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for <br />transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification <br />(ID) Number. A Federal EPA ID number is required for generators of more than 100 kg of RCRA hazardous waste <br />per month and/or more than one kg of acutely hazardous waste per month. ID numbers are unique to a business <br />and site location. <br />CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br />to obtain a Federal EPA ID number . Immediately apply for your ID number and submit evidence to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is a minor violation. <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br />OBSERVATION: A complete modified contingency plan was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br />areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br />telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br />telephone number of the fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br />Joaquin County Environmental Health Department that the correction is complete. <br />This is a minor violation. <br /> 105 CCR 66262.34(d)(2) No emergency coordinator. <br />OBSERVATION: A complete modified contingency plan with an assigned emergency coordinator was not posted at <br />the facility. <br />REGULATION GUIDANCE: The emergency coordinator or his designee must respond to any emergencies that <br />arise. The business operator must post the following information next to telephones or in areas directly involved in <br />the generation and accumulation of hazardous waste: the name and emergency telephone number of the <br />emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the required information at the facility.
