Environmental Health Department <br />AMENDED <br />1/10/2020 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 16, 2019 <br /> Facility Address: <br /> 180 BUTTON AVE, MANTECA <br /> Facility Name: <br /> CALIFORNIA AUTOSPORT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 109 CCR 66262.23(a)(4) Failed to send generator manifest copies to DTSC within 30 days. <br />OBSERVATION: Generator copies of Uniform Hazardous Waste Manifests (UHWM) were not sent to the California <br />Department of Toxic Substances Control (DTSC) within 30 days of hazardous waste shipment. <br />REGULATION GUIDANCE: Hazardous waste generators are required to send a copy of the generator signed <br />UHWM to DTSC by mail. The only exception is when an UHWM starts and finishes as an electronic manifest in the <br />e-Manifest System. The generator shall within 30 days of each shipment of hazardous waste submit to DTSC a <br />legible copy of each manifest used. The mailing address is: DTSC Generator Manifests, Department of Toxic <br />Substances Control, P.O. Box 400, Sacramento, CA 95812-0400. <br />CORRECTIVE ACTION: Immediately mail a copy of the listed UHWMs and ensure that copies of all generator <br />signed UHWMs are sent to DTSC within 30 days of shipping the hazardous waste. Also provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD). <br />This is a Class II violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifest (UHWM) numbers <br />017696308JJK from 12/21/18, 006167712GBF from 2/26/19, and 006303151GBF from 5/23/19 were not found <br />on-site. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br />to the California Department of Toxic Substances Control (DTSC) within 60 days if the destination facility signed <br />manifest copy is not received from the transporter or designated facility. <br />CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br />Joaquin County Environmental Health Department (EHD). If the destination facility signed manifests cannot be <br />found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility <br />signed copy was not received by the generator.
